545. To-day’s press publishes statement of Fomento Department as follows:

All permits, laws, decrees, leases, on oil lands issued, granted or authorized, by State Governments for the exploration, exploitation and trading of minerals, [Page 776] coals, bitumenoil and all other hydrocarbons of hydrogen, regardless of its state, are declared null and void and are of the competence of the general Federal Government. This applies presumably to all acts issued since the establishment of the de facto Government.
