If annulment or modification of mining decree has not yet been accomplished in accordance with Department’s March 13, 6 p.m., you will, in view present unusual circumstances, and impossibility for many interested Americans to pay their taxes before April 1, immediately concentrate your best efforts to secure, as a temporary expedient, longest possible extension in time for payment of this tercio’s tax, in order that more time may be available for negotiations.
