Minister Reinsch to the Secretary of State
Peking, August 2, 1916.
Sir: I have the honor to report that the National Assembly was convoked yesterday and opened by His Excellency the President, who also on that occasion took a formal oath of office. 138 Members of the Senate and 318 Members of the House of Representatives were in attendance; this is less than a quorum in both cases, but the early arrival of additional members is expected. Meanwhile the Houses will devote themselves to the work of organization and the selection of committees. There is enclosed herewith an account of the opening of the Parliament from the Peking Gazette of today,2 as well as a copy of the most recent picture of the President, published in the same paper.
