808. Your 1309. Department glad to learn of your understanding with chief censor, and hopes that there will be good results from it. There is still much complaint of stopped telegrams from the United States; censor’s report refers only to messages to this country.

Inasmuch as there are also complaints against action of French censors, Department wishes to teach understanding with France, and [Page 530] therefore hopes that the chief censor will not object to our mentioning in Paris the arrangements with him in order that a similar agreement may be reached between the American Embassy in Paris and the French censors; or the British Government might take the matter up with the French Government.
