95. Referring to my cable of November 9,1 your 81, 10th,1 my 78, 17th.2 British Ambassador here confirms the report American Embassy, London, that British Government investigating detention of commercial telegrams, stating has no desire to delay such. Replying to my inquiry whether that detention occurs in Italy, Italian Minister for Foreign Affairs reports complaints of Bank of Naples, Chamber of Commerce, Naples, and private firms, whose purely commercial telegrams are intercepted by English, French censors adding that matter taken up with these Governments. He asks that as matter of common interest we cooperate to have practice stopped.
