A limited moratorium was declared last night. Its scope will probably be extended.
If the old law prohibiting flying of the American flag on foreign-built ships were so amended as to permit foreign bottoms owned by American citizens to fly the flag of the United States, it would give great additional facilities to America in this emergency.2 Thousands of Americans unable secure sailing.
