The Danish Minister here has advised the Department that Mr. Clan, chief of the commercial department of the Danish Ministry of Foreign Affairs, has been sent to London in connection with the general question of the foreign trade of Denmark. It appears [Page 403] that Great Britain desires that Denmark adopt the same system used by Holland in regard to cargoes destined to that country. The Danish Government desires to have Mr. Clan discuss these matters with you in London. Please communicate this to Consul General Skinner, and you are both authorized to enter into informal discussions with Mr. Clan in regard to these matters so far as they affect American trade.
