Sir: I have the honor to inform the Department that I have received from His Majesty’s Secretary of State for Foreign Affairs copies of lists of articles, the exportation of which the kingdoms of [Page 401] Norway, Sweden, and Denmark have prohibited under agreement with the British Government, and I beg to enclose herewith these copies in duplicate.1 In this connection I further have the honor to inform the Department of the fact that these lists form an integral part of the program as to contraband which has been adopted, by His Majesty’s Government.
