This Government cannot foretell effect of proposed order in council or new list of contraband upon public opinion in this country as to the rights of neutral trade, and therefore does not wish to be understood as waiving the right to protest against inclusion of any particular article in the list of contraband if the Government thinks that its neutral trade is being injured thereby.
