Sir Edward Grey informs me that Japan finds herself unable to refrain from war with Germany, The German Ambassador at [Page 168] Tokyo has made further refraining impossible. Japan assures Britain that she is anxious to respect both the neutrality and the integrity of China. The Anglo-Japanese treaty binds both parties to it to respect her integrity.
