540. . . . The President does not think it wise to appoint a committee.1 He believes it is better to have the Belgian relief managed by those not officially connected with the Government here. . . . The relief fund is likely to reach some magnitude and we take it for granted that you have examined into the record and standing of Hoover. . . .
