Referring to Minister Whitlock’s telegram of October 19 [16] transmitted to Department through your Embassy relative to relief [Page 813] of people of Belgium, you may render all the assistance possible in obtaining from British Government permission that foodstuffs may be shipped into Belgium. Department understands that Gibson, Secretary of Legation at Brussels, will confer with you upon the subject.
