191. Just received telegram referring to dumdum bullets. While you could not refuse to send specimens if requested the Government will of course understand that no action will be taken by this Government [Page 798] in the matter. The President’s answer to the Emperor will cover all matters of this kind. He hears whatever is said but does not discuss the merits of the controversy and your action in refusing to be drawn into the discussion of such questions is approved.
