Although Turkish Government abrogated capitulations October 1 it is only now that it is arranging how foreigners are to be treated under the changed conditions. Minister of the Interior states that he has given instructions that no foreigners be arrested until the matter as been submitted to Minister of Justice and him. The Sublime Porte is also preparing regulations which are to govern the foreign religious, charitable, and educational institutions.
