My colleague at The Hague informs me that memorandum referred to in my August 9, 6 [1] a.m. was authentic.1 I learn quite confidentially from the Foreign Office, however, that text has been presented to the Belgian Government by an individual requested to do so by the Netherlands Government. Answer indignantly rejecting it is now being prepared.2 We are thus spared further embarrassment and the subject is disposed of so far as we are concerned.
