Mr. Secretary: I have to thank your excellency for your kindness in answering my telegram of the 15th.

With the object of learning the exact terms of the complaint submitted to your excellency by the British and French Ambassadors, I earnestly request you to be so good as to furnish me with a copy of the said document, the contents of which have already been communicated to my Government by the American Minister in Ecuador.
