Serious conditions in Sinaloa, with many complaints from Americans and no protection outlying cities. Messengers arriving at Saltillo report 3,000 mounted rebels before Torreon. Armed revolution exists States of Pueblo and Tlaxcala, and some towns have been taken. Condition in Morelos and Guerrero the same.

Government will probably ask Congress to suspend constitutional guaranties throughout the Republic.

Vásquez Gómez, by proclamation from San Antonio, assumed provisional presidency to-day.
