Report received from our consul at Ciudad Juárez that at Casas Grandes anti-Madero followers are making anti-American demonstrations, particularly Mormon colonists, and demand surrender of their arms. You will bring this information at once to the attention of the Mexican Government, and, making all necessary reservation regarding injuries and damages, emphatically protest against the taking of firearms from American citizens in Mexico, either by Federals or revolutionists, on the ground that American citizens would be left without means of protecting themselves from marauding robbers during the prevailing widespread lawlessness. You will make an especially urgent request for whatever alleviative action is possible at Casas Grandes.
