Department approves your proposed action, as stated in your telegram February 7, concerning protest to anti-Maderists now in power at Casas Grandes against taking firearms from Americans. You should make your protest emphatic, and base it on the ground that Americans must not be left without means of defense to protect themselves during the present unsettled conditions against marauding robbers.
