Your December 4. Inform Clark Department approves his stand regarding location of Receivers. His right in this matter seems fully covered under Agreement for Refolding Loan, article 4, section A, paragraphs 3.

He should bear in mind special agreement regarding location of German Receiver at Monrovia without making any mention of same.
