Clark requests me to say: “Receivers unanimously demand immediate settlement location and deny my right to locate them. Have taken stand on inclosures Department’s No. 27, May 15. Each Receiver seeking to be sustained by his Government. Shall insist on exercise of right to designate location. Vital principle involved. Serious disagreement imminent.”
