File No. 882.51/313B.
The Acting Secretary of State to the American Minister.
Washington, March 27, 1912.
Falkner has received notice that the Liberian Government will probably default on interest of the 1871 loan unless he secures aid. He has been unable to do so. Bankers can not understand why, with the receipts as reported, the Government has not provided for this payment. They are skeptical as to whether correct reports of receipts have been made. They want statement of receipts in the last six months, and also want to know whether receipts reported for the last fiscal year were actual cash receipts. Immediate action necessary, [Page 672] as bankers have suspended further action pending such report. Impress upon the Government that this matter is urgent and vital to the continuation of the loan negotiations.
