Dear Sir: I have examined the copies of the proposed contracts between the bankers and the fiscal agent of the Government of Honduras which are enclosed herewith,1 with a view to the changes made since my letter to the Department of February 6th last.
I do not find in the changes made any reason to modify the opinions expressed in that letter. The changes appear to be of a nature to add to the protection afforded to the Government of Honduras under the contract, and to give greater clearness to certain minor provisions.
