The Acting Secretary of State to the Minister of Honduras.
Washington, February 8, 1911.
My Dear Mr. Minister: The other day you mentioned to me that you wanted to go to New York to sign the loan contract as soon as [Page 567] this Department had concluded its preliminary examination of that document. Therefore I hasten to write you that we have now done so and to tell you at the same time that Mr. Conant, the financial expert, has made his final statement that he regards the draft contract in its present form as just and equitable and probably the best that could be obtained for Honduras, and that we are likewise informed by a firm of lawyers who were employed by the Department to examine it that they have reached a similar conclusion, as will be set forth in a letter they are to send us in a few days. Copies of these two letters are at your disposition.
