The American Minister to the Dominican Republic to the Secretary of State.

[Telegram—Paraphrase.]

I am informed by the Minister for Foreign Affairs that the Haitian Government proposes settlement of the question of neutrality on the frontier by a joint commission, on the following bases: (1) Maintenance of the status quo line subsequent to the Pedernales incident; (2) obligation on the part of the Dominican Republic not to aid the revolution against Haiti; (3) the same obligation on the part of Haiti in regard to the Dominican revolution. The Dominican Government positively refuses to consider the first point, because the boundary question is being settled at Washington and it can do nothing that might interfere with that settlement. Haiti insists that unless the Dominican Republic agrees to the first point, nothing will be done.
