The Acting Secretary of State to the American Minister to Cuba.

The Dominican Government informs the American Minister at Santo Domingo that Horacio Vásquez and the two Rodriguez left Porto Rico today for Cuba, bound for Haiti, where, it is reported, they will receive a shipment of arms to be used against the Dominican Government. You will informally notify the Minister for Foreign Affairs of this, and request full information about the movements of the party if they should come within the jurisdiction of the Cuban Government. Express the earnest hope of this Government that the Cuban Government will not permit any expedition subversive of Dominican peace to leave Cuba.
