Habana , May 4, 1912 .

Strike of Habana stevedores last night. General strike threatened unless military orders 71 and 76 are enforced. Present strike seriously damages horticultural interests, almost entirely American, and important American shipping interests. For political reasons the Government is anxious to conciliate the stevedores, and is urging shipping interests to accept their demands. In the event of violence I fear the Government will not afford adequate protection without strong representations from the legation.
