Those of the opposition who want trouble are saying that the second paragraph of the note I handed to the President yesterday means a demand by the United States for a complete return to the status quo ante by immediate repeal of the new civil service law amendments. The President answers that it means merely that he shall not revoke the decree forbidding officers attending Veteran meetings, and court martial for the disobedient, with no further unlawful concessions to the Veterans. He earnestly requests that Department let him know if he is correct.
