Excellency: I have the honor to inform your excellency that, under a resolution of my Government dated March 18 last, I have [Page 1336] been appointed Envoy Extraordinary on Special Mission with the duty of offering to your Government its feeling of profound gratitude for the cordial visit with which your excellency honored us.
In so informing your excellency, I beg you to learn from the President the day and hour when he will be pleased to receive me; at the same time I beg leave to enclose a copy of the remarks I shall have the honor to deliver on that occasion.
