The Acting Secretary of State to the American Minister.

[Telegram.—Paraphrase.]

Relative to the affair at Cocoa Grove on July 4; to the killing of Pelote and arresting of certain persons on the Canal Zone by Panaman police; to the War Department’s request and your recommendation that demand be made for dismissal of Quijano, and to your recommendation as to de la Ossa—you will immediately repeat the demand for the removal of Quijano if he has not already been removed, and will demand removal of de la Ossa; you will at the same time say that it is expected that these officers will not be reinstated. Use all proper means to cause their removal by the present administration.

In regard to Ralph W. Davis, say that it is obvious that this Government expects every proper effort to be made to identify the murderers of Davis, and to adequately punish not only them, but all other guilty officers.
