Nearly all the supervisors have been heard from. They report satisfactory and orderly elections on 14th, Diaz party not voting.

Yesterday rowdies in Panama committed numerous outrages, none so far as known upon Americans. I have impressed upon Minister for Foreign Affairs urgent necessity for promptly stopping this, which is apparently countenanced by the police.
