Panama, July 13, 1912.
Minister for Foreign Affairs replied to request of committee relative to arms reported in my July 9, that arms could be deposited only under guard of the police themselves. Committee has informed him that it could not agree to this interpretation of its authority and duties under President of Panama decree approving instructions to supervisors, and would proceed to comply with these duties, notifying supervisors fully to assert their proper authority.
Unión Patriótica having requested committee to examine evidence of electoral frauds and put off election until August 11, committee consented to former request, but stated that no proper ground had been shown to consent to latter. Unión Patriótica yesterday published manifesto that Diaz withdrew, and advising their friends not to vote on account of electoral frauds rendering such voting useless.
