The Minister of Panama at Washington has been instructed to consult the Department of State as to whether the American Government would be willing to supervise the elections. Mendoza tells me that such supervision would appear to be the only way to secure absolute impartiality.

The intention of President Arosemena to take leave on February 2 was officially communicated to-day to the Supreme Court.

Boyd, the Second Designate, is opposed to Arosemena’s candidacy. The latter has instructed the Minister of Panama to consult the Department as to his constitutional eligibility.
