I wish you would communicate confidentially and discreetly to
Federico Boyd that we of the American Government hope that when
President Arosemena leaves he will remain to take his place by
virtue of his present office as secundo
designato during the six months prior to election. Impress
on him that we think that his exercise of the office is needed to
steady matters in the Republic and that if he abandons the
government at this time it will bring about a situation not
favorable to the future prosperity of Panama.
