My telegram of February 6, 6 p.m., and your February 9. Considering the embarrassment with reference to the passage of the troops, the Mexican Government states that it will forego availing itself of the permission granted by the United States. Acting upon the authority granted in the Department’s telegram February 8, 11 a.m., Mexican Government had submitted a request to the Mexican Senate to be permitted to transport troops out of Mexico territory. Mexican Government deems it inadvisable to withdraw from the Senate this request. The action taken will have no significance, but circumstances may arise under which Mexican Government will renew its request.
