Your telegram [of February 9] received. Am advised that railroad communication between Juárez and Chihuahua is open, but south of Chihuahua the railroad is in hands of revolting party.
If Mexican troops pass through Texas from Eagle Pass to Juárez, is there any assurance that they will not be met with armed resistance in attempting to enter Juárez from Texas?
