Your October 21, 11 p.m. The most stringent orders were given yesterday and reiterated after Cabinet meeting to-day to do as little [Page 860] damage as possible to the city of Vera Cruz and especially to foreign interests. There is no intention of bombarding the city; fighting will take place outside of city, fire being directed at barracks.
