Foreigners and noncombatants are between consulate and the Des Moines, which lies 2,000 feet away. This zone has been designated by myself and colleagues as neutral. Commanders on both sides promise to respect and to protect it, being convinced that if they do not Commander Hughes will, even if he has to land armed forces. I have taken all possible steps to protect life and properties, even established hospital in free zone, and have mounted messengers to be able to act quickly when battle commences at 12 o’clock a.m., as promised.
