The American Consul at Ciudad Juárez to the Secretary of State.
Ciudad Juárez, July 29, 1912.
Mexican consul at El Paso, who is in Chargé of Federal troops north of Casas Grandes, promises to give immediate orders to crowd rebels in that section. I would suggest curtailment of importations at this port to the United States, as well as exports. Rebels are gathering funds from collections on imports and exports, which induces them to remain; curtailment would weaken them and hasten their departure. Great alarm caused by statements of subordinate rebel officers of intention to force intervention. Conditions will improve with Federal advance.
