Your telegram July 28,1 Point out to the insurrectionary authorities that any willful molestation of the persons and property of American citizens in territory now occupied by insurrectionary forces will be intensely resented by the Government and people of the United States. Informally and unofficially demand that there be no maltreatment of Americans or their property. Say to Orozco that he must at once so inform subordinate insurrectionary leaders.
