Zapata’s communication mentioned in my May 24, 5 p.m., has been addressed to all consuls general here and the evening papers have published its substance; I learned this after sending my telegram. Perfect arrangements for concentration of American colony have for some time been in effect. Consul General made no reply to Zapata, whose letter caused but little alarm here; it is believed his forces are insufficiently armed to undertake a considerable movement.
