If you believe the letter to be really from Zapata, and representing his real intentions, immediately inform President Madero, in strict confidence. Also tell the Defense Committee of the Society of the American Colony quickly and quietly to circulate the news among all Americans so that if the attack is made they may gather at the selected concentration points, where the American flag should be flown. No reply should be made to Zapata. No part should be taken by Americans in disorders unless urgently necessary for self-protection. Use your discretion in informing other foreign colonies.
