I am holding Department’s April 24, 11 a.m., until to-morrow in the hope that a better disposition may be shown by the Government.

Rebels have completely beleaguered Cuernavaca City and the probabilities are that it will be surrendered before long. The rebels will then hold practical control of the States of Morelos, Guerrerro, and a part of Puebla and will be in a position to move in strong and increasing numbers toward Mexico City. A defeat in the north in addition would produce a serious situation for this city.

The Government, which suppressed an American paper for publishing the news, though giving the Government editorial support, makes no effort to modify the provocative utterances of the local press.
