You may intimate to the Minister for Foreign Affairs that unless a more obliging disposition is shown and permission is soon given for importation of arms, ammunition, for Americans at Guadalajara, Tampico, and in Sonora, this Department will not recommend further exceptions to the President’s proclamation of March 14, 1912, in favor of the Mexican Federal Government.
