Sir: I have the honor to acknowledge the receipt of your note of the 17th instant, in further reference to the matter of employment by your Government of five American financial assistants, stating that arrangements have now been practically concluded with Mr. W. Morgan Shuster, Mr. F. S. Cairns, Mr. E. S. McCaskey, Mr. R. W. Hills, and Mr. Bruce G. Dickey, for service with the ministry of finance.

It is a source of gratification to this Department that it has been able, as you so kindly intimate in your note, to be of assistance to your Government in this matter; and it is my earnest hope that the services rendered by the American advisers will be of material assistance in the development of satisfactory financial and economic conditions in the Persian Empire.
