Sir: While confirming my telegram of the 17th instant,1 I have the honor to report that after the Senate passed the bill to amend the customs tariff as follows:

No. 293, sugar, raw $1.00 per 100 kilograms.
No. 294, sugar, refined .75 per 100 kilograms.

the secretary of state requested me to try again to obtain an answer to the inquiry contained in his note of January 2, to which I referred in my dispatch No. 626 and several previous communications. No answer being received from you, and the sugar convention at Brussels being unwilling to delay action in regard to Cuban sugar beyond the 1st of next April, President Gómez pressed this matter on the Chamber of Representatives and that body passed the bill yesterday before the close of the session. The new law will go into effect upon [Page 103] its publication in the Official Gazette, and it is probable that the President will sign it and cause it to be published at an early date.
