The President is gratified to be now placed in a position for seizing a favorable opportunity for submitting the amendatory decree to the Assembly, should such an opportunity occur during the consideration of the loan contracts.

The opposition to these loan contracts and concessions is becoming more determined, and they are now supported only by Gen. Mena and Minister Cantón. The president of the Assembly and the minister of hacienda (finance) are conducting dangerous propaganda against the loan; and foreign business men who also loan and change money are making every effort to defeat the projects. The signed approval of all cabinet ministers is necessary to the President’s message transmitting the contracts to the Assembly.
