Sir: In reply to the embassy’s note of the 25th of May stating that the authorities of El Paso have instituted proceedings against the captors of Edwin Blatt and Lawrence Converse and against Ascension Archuleta, the brother of one of the captors, and requesting that this Government cause the release of these persons, I have the honor to inclose herewith copies of a letter of the 1st instant and inclosure from the governor of Texas,¹ from which you will observe that none of the persons mentioned in your note is in prison in that State and that Ascension Archuleta, who has been under arrest, has now been released as the result of habeas corpus proceedings.
