Instructs him to convey the gratification of this Government to President Diaz for having directed, in the exercise of his constitutional powers and in response to the diplomatic representation made in behalf of the prisoners, the release of Converse and Blatt, and to assure him that not only the parents of the young men but the American people generally will be highly gratified by their release.
