The Department is informed that the Mexican consul at Juarez has reported to his Government that in the course of the troubles of the last two days at Juarez shots have been fired from the American side of the boundary.

You will investigate and report by telegraph on these allegations; meanwhile, you will promptly make telegraphic report upon the present situation and prospects at Juarez.
